I am passionate about serving communities. Earlier this year, I was an ESL instructor and this past weekend, I traveled to Florida to volunteer with World Central Kitchen for hurricane relief efforts. In 2019, I volunteered with Everyone Home's Homeless Assistance Response Team (until COVID interrupted operations), and in 2016, I was a community organizer for Clean Water Action. While I may currently be employed by the National Fraternal Order of Police, I do not want that to be a deterrent. We do more than advocate for police welfare; for example, we are also working on online child safety and fentanyl trafficking. The Social Security Fairness Act remains our top priority which would eliminate the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO) for public employees receiving Social Security benefits. I started working on political campaigns in 2012 and Mary Peltola's was my most recent. I am actually a former Republican and now an extremely proud Democrat. I am a third-generation Washingtonian, parent, housing advocate, and small business owner. My activism extends to supporting local organizations for women and children. I co-chair the Legislative Committee of the Metropolitan Women’s Democratic Club and serve on a PLE Board for PAVE DC. I’m Vice Board Chair of Northwest Opportunity Partners CDC, Board Secretary for the Black Business Task Force, and an active member of the Committee of 100. In District politics, I’ve served as an ANC Commissioner, run for Ward 3 Councilmember, and chaired the Vote NO on Initiative 83 campaign. As a Delegate, I will support Democratic candidates, engage voters, and advocate for DC Statehood and fair elections. I hold a Juris Doctor from UDC’s David A. Clarke School of Law, raised five children, and live in the Palisades.

With years of dedicated service to my community and a proven commitment to justice and equitable development, I bring a unique blend of leadership, financial stewardship, and grassroots engagement to the DC Democratic Party. As an Advisory Neighborhood Commissioner in Ward 8, I have successfully collaborated with developers, secured accountability for landlords, and advocated for community safety and resources. My role as Treasurer of the commission has strengthened my financial acumen, ensuring transparent and responsible budgeting, which is essential for the commission's effective operation.

As the Advisory Neighborhood Commissioner for single-member district 8C01, Barry Farms, I am committed to championing initiatives that prioritize equity and community empowerment. I work closely with the developers leading the Barry Farms redevelopment to ensure former residents have equitable opportunities to return to their community. My commitment extends to hands-on involvement—whether reading to students at Excel Academy or assisting with food distribution at Matthews Memorial Baptist Church. Safety and accountability are key focuses for me, demonstrated by my support for traffic safety initiatives and the $8,000-plus in fines I initiated against negligent landlords. I remain dedicated to keeping residents' voices at the forefront in the continuous development of Barry Farms and the welcome of a new hospital in Ward 8. As Treasurer of the Commission, I also work to ensure transparent and responsible budgeting, reflecting the priorities of our community.

Service has been the driving force of my life. As the first executive director of the National Action Network, I championed social justice causes, advocating for equity and change. Working alongside Bono, I supported the fight against poverty, and at a leading NYC-based fintech, I helped bring financial empowerment to unbanked and underbanked communities. Now, I’m dedicated to advancing clean energy solutions for underserved communities at the U.S. Department of Energy. My commitment to service extends into politics; elected as First Vice Chair of the Wake County (NC) Democratic Party and hired as Director of Communications for the North Carolina Democratic Party, I worked to build stronger communities and foster progress. A native Washingtonian, I returned to Ward 5 in 2021 after years of global and national experience, ready and eager to serve the city that shaped me.

I am a long-time member of Alpha Kappa Alpha Sorority, Inc., and the Junior League. Since returning to Washington after a professional hiatus, I have taken time to support the activities of both of these organizations. I have also had the opportunity to meet with members of the D.C. City Council and other government agencies to learn more about their platforms and vision for addressing the concerns and needs of the citizens of my beloved City, particularly the Indigenous who have felt underserved or overlooked.

I've been a community advocate since moving to Ward 2, 26 years ago. I've been the president of my building's Tenants' Association for the past 10 years, and served as an ANC and Committeewoman over the past few years. I've used my relationship building, organizing, and outreach skills to serve others with compassion and integrity. I am a self-starter and team player looking forward to serving.

I am a two-time DC elected official | Former Ward 2 Advisory Neighborhood Commissioner 2F08 (2019-2021) | Chairperson of the ANC2F Public Space & Transportation Committee; Former Ward 2 Committeewoman for the DC Democratic State Committee (2022-2024 | stepped down for personal reasons); and member of the DC DEMS Voter Outreach & Education Committee. The democratic committee needs to look more like the electorate and that includes having a mix of ages and incomes. No one person is best to serve as a member- a variety of people who have different strengths are needed. Diversity makes us stronger. I would focus on engaging young people around DC to create and engaged electorate that can face the challenges of the coming decades. I live in inclusionary zoning rental housing and don't foresee a world in which I am able to own my own home- something that is more and more common for millennials and younger. I'm also a union member and was a strike captain in 2022 for a five day strike at American University before we formed our first collective bargaining agreement.

I was, until I recently moved in September 2024, a Ward 3 Dem delegate. I volunteered on Ankit Jain 2024 campaign and hosted an event before the primary, I volunteered on Erin Palmer 2022 primary campaign and hosted events, did her BOE mail merge financial documentation, and raised over $12k (before 5 to 1 match) for Palmer 2022. I was at the West End library polling place until 8:45 pm on election night this week and bought 45 bananas and 4 bags of chocolate bars for the voters at 6:45 pm as the line was 2-3 hours long and it was dinner time. I am a member of the Ward 3 Bicycle advocates, Washington Area Bicyclist Association, and the League of American Bicyclists, I teach adults how to ride bikes for the first time as a contractor and volunteer, I am passionate about community clean ups and picking up litter, and I was part of the formation of SEIU local 500 academic affairs at American University including being a strike captain in 2022 before we signed our first collective bargaining agreement.

Let’s be honest, the federal government is poised to undergo rapid deterioration. Local leadership and organizing will be crucial to see us through this tumultuous time. For the past several months I have worked as a field organizer for the Maryland Democratic Party. Our coordinated campaign bucked the nationwide trend and successfully elected Angela Alsobrooks as the first Black woman to represent Maryland in the Senate. Working in the Bethesda/Potomac area, I recruited nearly 500 volunteers who knocked on nearly 25,000 doors to help Alsobrooks win Montgomery County by over 30 points. By contrast, in Hogan’s 2018 victory he came within 11 points of Ben Jealous in Montgomery County. I would love to bring my skills in recruiting, training, and maintaining relationships with volunteers and community leaders home to DC.

I have been a community activist before becoming a Commissioner and was employed at Far Southeast FSC and South Washington FSC where I worked on the Community Engagement Team and as a Family Support Worker. My background has always been case management for at risk youth, adults and families both mental health or CFSA involved. I am approaching being a third term Commissioner and I am eagerly excited about moving our community forward in a positive way. I care about my community and those involved in it and I am a champion for the underdog and looked over.

I've previously worked with the DCDSC to conduct voter outreach and traveled to other states to lobby them to support our quest for Statehood. Since starting my political career in 1991, I assisted political campaigns and won elections. My first election was as Precinct2A Captain of Ward2 Democrats, where I served as Corresponding Secretary, Recording Secretary and Program VP, increasing voter participation and registration and writing articles on issues. I was elected as 2016 DC Hillary Delegate. I served as elected Ward2 Committeewoman 2018-2022 to DC Democratic Party, representing my community at meetings and in many committees (DC Statehood and Voter Education). In 2020, I was elected as First VP of DC Federation of Democratic Women, writing position papers, resolutions on abortion issues, and presenting them at DC Council Advocacy Day. I designed Campaign School courses on Running for Office. I hosted community meetings on Initiative 83. I am the best person to serve as an Add-On Member of the DCDSC due to my extensive experience as an elected official and my leadership role within the Ward 7 Democrats. I have a proven track record of assessing community needs, organizing residents, and building capacity to address critical issues. My background as a trained social scientist and expert in health policy equips me with the analytical skills necessary for strategic planning and problem-solving. I am not just a talker but a doer with a passion for delivering results that strengthen our community. My dedication to advancing Democratic values, coupled with my ability to foster collaboration and develop actionable solutions, ensures I can effectively contribute to the DCDSC’s mission of serving the District’s residents and advancing the Democratic Party’s goals.

I am uniquely qualified to serve as an Add-On Member of the DCDSC because of my extensive experience in both community leadership and political advocacy. From 2018 to 2023, I served as an Advisory Neighborhood Commissioner, including four years as Chair, where I advocated for community concerns through resolutions to the DC Council. My compassion as a servant leader; analytical thinking; and innovative vision make me the best candidate to serve as an Add-On Member. I am both a lawyer and an artist. I intend to use my formal legal training and creativity to break down complex policies and laws to translate them in a manner that is easily digestible for all. I am a skilled advocator and instructor who can relate to diverse audiences. I enjoy planning events and managing projects. Moreover, I have a strong tenacity for executing tasks. I will bring my adaptability, collegiality, and accuracy to the DCDSC. I have a passion for DC Statehood and eliminating voter apathy, therefore, joining DCDSC will allow me to be the most impactful. My goal in serving as an Add-On Member is to bring forth substantive action that preserves the democratic vote, protects democracy, and uplifts DCDSC’s community engagement.

As a student at the University of Pennsylvania, I was a member of the Penn Dems, and have educated Philadelphia Public School students about the importance of voting. I have campaigned for local elections in Philadelphia, volunteered at voting polls, and served as Judge of Elections. I have experience in canvassing and calling eligible voters in swing states to get out the vote. I have always served in public service and worked for Senator Casey (PA-D) as a fellow and Senator Leahy (VT-D) as a law clerk. I am also a member of Zeta Phi Beta Sorority Incorporated. I have used my membership to meet with government officials and inform voters about democratic candidates and locate their polling locations. I’m originally from Philadelphia, but have made the District my home. I’m looking for an opportunity to get back to the work I’ve done in Philadelphia and join the influential work of the DCDSC. I look forward to actively participating in the planned activities of the Party, and assisting where ever there is a need. I have a genuine interest in getting more involved in the local party, which is why I want to join DCDSC.

I bring experience in organizing outreach events and strategic communication, which I believe will contribute to the DCDSC’s efforts to expand outreach and build a more inclusive, active party presence. I am passionate about community outreach and planning, and I bring strong skills in coordinating events and engaging with diverse stakeholders to ensure broad participation. I have experience developing and implementing outreach strategies that connect people with the resources and information they need, while fostering a sense of belonging and involvement. As an Add-On Member, I will be dedicated to ensuring that every voice is heard and that our collective efforts lead to meaningful, long-lasting impact for our community and our party.

In addition to my interest in serving as an Add-On Member for the DCDSC, I currently serve as the First Vice President for the Metropolitan Women’s Democratic Club (MWDC). In this role, I work closely with a dedicated team to organize events, advocate for key policy issues, and support Democratic candidates and causes at the local and state levels. My work with MWDC has given me valuable experience in leadership, strategic planning, and community engagement, all of which I would bring to the DCDSC.

One of my greatest honors was helping all of the non-delegates (and some delegates) navigate Chicago during the DNC 2024. As a former Elected At-Large Democratic State Committee member, l understand its purpose and processes. Yet as someone who has not been active for a while, l have been able to get more information from people all over the Nation's Capital and the United States of America about what they want to make our home a better place to live, love and work.

My focus over the last two decades has been on Youth Athletics, Health and Education. Thus l am co-founder of Capital Athletics in DC. Last year, we secured $5M from the DC Council to renovate Eastern High School stadium. Currently, l am working with the DC Council to increase the DCPS high school per school budget for Athletics as it fallen from $157K to $19k annually.

As a Gay man, and former member of the displaced housing population, who grew up in a minority household on food stamps, I've risen to be a business owner, college educated, self-supporting, and civically engaged. In short, I am my ancestors' American Dream. Having spent over ten years; organizing in hardship states (the last 3 years; registering voters, volunteering for Democratic campaigns, and establishing civic organizations in Mississippi), I am also a two time former candidate for the United States House of Representatives, who has committed his life to uplifting the communities from which I've come, communities which are at the core of everything the Democratic Party stands for at every level. Thus, if placed on the committee, I would take every opportunity to use my; youth, energy, passion, skills, and experiences to benefit said communities, and the Party and candidates that look to better their lives.

I'd be a great add-on member because I have a robust history working for and advocating for Democratic candidates. I'm a seasoned communications profession, working as the Press Secretary for Southern States at the DNC. I'm also on the campaign board of the LGBT Victory Fund, where I help recruit, endorse, and fundraise for LGBT candidates across the country. Plus, I'm just a ray of sunshine and excited to work to help good candidates get elected across the district.

A longtime Democratic Party activist, I first worked on Hubert Humphrey's campaign as a teenager, later organized various Michigan constituencies for Mike Dukakis & staffed the convention in Atlanta, then served as counsel to the Democratic chair of the Michigan House Judiciary Committee, as counsel to Democratic congressmember John Conyers, Jr., & as the Human Rights Campaign's first-ever in-house legislative counsel. I'm good at writing op-eds & radio commentaries, thinking up campaign tactics, & predicting legal matters--for example, I predicted the overruling of Roe v. Wade 30 years before it happened, & have long urged making legislative protection a top priority. Chapter 21 of the recent book "The Engagement: America's Quarter-Century Struggle Over Same-Sex Marriage" reports on my 55-year support for abortion rights & my warning about the so-called "Defense of Marriage Act" long before it passed Congress.

I’m a native Washingtonian and proud lifelong Democrat. Growing up on Capitol Hill, I had an unusual degree of insight into national politics from an early age, and this perspective convinced me of the transformational nature of politics and policy to improve and American society. As a DC resident, this core optimism has always been tempered by our formal exclusion from the Congressional legislative process. During college, I interned in the Senate (for Sen. Kirsten Gillibrand), and my first “real” job after graduation was as a fundraising consultant in Seattle, supporting Jay Inslee’s successful 2012 campaign for Governor of Washington. I returned home to DC, worked in the private sector, earned an MPP at GW, and along the way interned for Rep. Eleanor Holmes Norton. I have worked for two DC Government agencies since, where I feel my work allows me to meaningfully contribute to improving people’s lives.

Growing up in DC, I’ve always been deeply connected to our community. As a proud DC native and graduate of DC Public Schools, I returned home to intern within the same school system that shaped me. My first job came through the Marion Barry Youth Leadership Program, which instilled in me a passion for public service and a desire to uplift our communities. Witnessing the apathy of many elected leaders towards those who depend most on government, I’ve always strived for better outcomes for the neighborhoods I frequented. Professionally, I bring experience in community engagement, policy, and program management. As the campaign manager for Markus Batchelor in the 2024 election, I demonstrated my ability to lead and organize effectively. My role as Community Engagement Lead at Relativity, where I launched the Justice for Change initiative, showcases my commitment to advocating for the most vulnerable and standing up for democracy, including personal advocacy for statehood for DC.

In addition to my professional achievements, I am deeply involved in various political and community organizations. I serve as the national co-chair for the Legal Services Corporation Emerging Leaders Council, where I advocate for access to justice and innovation within the legal industry. I also sit on the Youth Professionals Task Force for the International Legal & Technology Association. My involvement in DC's local politics includes serving as a campaign manager and investing in organizations that promote access to justice. I am also a Policy Committee Member at The Black Child Institute, am assisting develop the Sierra International Pharmaceutical Foundation, and have been long involved with the Urban Alliance Foundation. These roles have allowed me to leverage my skills in strategic planning, stakeholder engagement, and community organizing to drive meaningful change. My recent role as campaign manager for Markus Batchelor in his pursuit to become the next Ward 8 Councilmember further highlights my dedication to political engagement and community service.

With over 6 years of work in public service at the federal and state level and experience working abroad, I bring skills in public policy, leadership, event planning, communication, and a deep understanding of economic development to the DCDSC. I worked at the state government level for 4 years developing public policies to promote economic justice and cultivated relationships with key stakeholders to engage the community. Furthermore, in my current role as an economist, I analyze the economy across the U.S., providing me a deep understanding of the state of the economy at the federal and state level. I also lead and manage a team to plan events for the Combined Federal Campaign to support charitable giving in the DMV region. These experiences have provided with skills in communication, leadership, budget management, and public policy that will help the DCDSC’s mission to provide input in the affairs of the Democratic Party.

Currently, I am the chair of the Employee Advisory Committee within my agency where I focus on supporting and operationalizing employee driven proposals to create a more employee friendly work environment. I am also the manager of our Bureaus Combined Federal Campaign, which promotes donations to charities in the DMV area. Other than these, I also engage In GOTV activities during election season, going door-to-door and participating in phone banks, and get involved in the community by attending political or community events such as ANC meetings or local BID events.

I am a senior citizen who has retired from the U.S. Department of Commerce as a Technical Manager and the U.S. Navy as a Senior Chief Hospital Corpsman. The Washington, D.C. Hall of Fame Society, in 2011, selected me as a legend for Science and Technology. I am a U.S. Commerce Department Fellow and Marine Technology Society Fellow. Lastly, my entire life has been as an active law-abiding citizen and when applicable, has testified before the U.S. Congress and DC Council on behalf of the DC Citizenry.

In my role as ANC 2A Chairperson from May 2023 to May 2024, I led the Commission as it crafted and voted for a resolution in support of the Aston Bridge Housing facility — a first-of-its-kind homeless shelter in the heart of Ward 2. I also spearheaded important changes to bolster the Commission’s transparency and public engagement, ensuring that resolutions were made available for public review before being voted on. I’m running for Add-On Member because I believe the Democratic Party as an organization needs to play a more active role in both local and national politics and civic life. I'm deeply committed to ethics and good governance, and believe these values should be at the center of everything our party does.

In the aftermath of the presidential election, we need to rebuild our party, down to its foundation. I’m an energetic attorney who has spent his life in Democratic politics. I have prodigious fundraising experience and a good working knowledge of DC politics, having lived here for more than 15 years. I have good interpersonal skills, and I’ve done plenty of political organizing at the local, state, and federal level. I also have a good network of disengaged DC Democrats that I can bring into the fold. The political dangers our city faces are real, and I want to serve however I can.

I do not pretend to have all of the answers (especially after the most-recent election) and would like to serve on the DCDSC in order to reach out to voters and prospective voters to find out what is on their minds, recommend policies that respond to their needs and concerns, and communicate our successes to the public more effectively. I have lived and worked in the District of Columbia since 1977. I graduated with a JD degree from the Washington College of Law of American University in 1980. I am currently an equity partner with the law firm of Holland & Knight in DC. I am a life-long Democrat. My involvement goes back to being a McGovern delegate to the Iowa Democratic Convention in 1972 and working with the lobbyist for the Iowa Civil Liberties Union in 1974 and 1975.

I provide pro bono legal services to American Rivers, a DC-based advocacy organization. I lead the Trademark Working Group which each year provides a report and recommendations (including testimony and participation in working groups) to the US Trade Representative and the US Patent and Trademark Office regarding improvements that might be made in trademark law and practices. I have chaired committees of the International Trademark Association and been actively involved with that organization for more than 30 years (including participating in US educational and advocacy missions to Turkey, Serbia and Paraguay, and USAID speaking engagements in Hong Kong and Thailand). I was called upon by the U.S. Trade Representative to author the draft Trademark and Copyright Informational Sections for the Free Trade Area of the Americas Initiative. I have written articles for professional publications relating to the First Amendment to the US Constitution, among other topics.

As a gay, Mexican-American male, I can contribute my voice to conversations around the priorities for Latine and LGBTQ+ Democrats. As a veteran of electoral campaigns, I can also provide valuable insights from almost a decade of working to register voters and elect progressive Democrats at the local, state, and federal levels. Professionally, I bring almost a decade of experience in event and conference planning, operations support, and bilingual (Spanish/English) communications strategies. Francisco Alvarez-Higareda is a bilingual (Spanish / English) customer service and event planning professional with 5+ years of client-facing experience in roles spanning customer support and relationship management, business operations, communications, as well as event and conference marketing and execution across the private sector and federal contracting. He has also worked with non-profit and corporate clients in the clean energy, environmental, civil rights, and cultural spaces such as the Hispanic Heritage Foundation, LULAC National, GALA Hispanic Theatre, Roosevelt Institute, LGBTQ+ Victory Fund, Sol Systems, DC Pride Run Foundation, and the 2024 Environmental Film Festival in the Nation’s Capital (DCEFF) in addition to federal agency clients including the AskUSDA Contact Center and US Coast Guard. Francisco is passionate about engaging with diverse communities to empower them with information and inspire action for the common good.
